111 - Decouple Objective completion % (and Stage auto-update) from task status

As an admin configuring the Objectives list on an Account Plan, I want to control how the Objective completion % is calculated and whether Stage auto-updates from tasks, so that the progress and status shown reflect our business definition of progress — not just the ratio of closed Salesforce Tasks.
